lot-0001, title: services of public passenger transport in the district of esslingen and in the city of stuttgart (line bundle es04), description: the subject of the tender is services of public passenger transport in bus line traffic on lines 119, 120, 121, 122, 124, 130, 131, n19, and n22. in total, the traffic services to be awarded, according to the current planning status, amount to approximately 2,060,092 timetable kilometers per year. as of july 1, 2028, line 124 will be completely discontinued. the commissioning of the extension of the s-bahn to neuhausen and thus the new central bus station (zob) in neuhausen is expected to take place with the timetable change on december 10, 2028. this will change the routing of line 121. for the commissioning of the new zob, the specified bus schedules must be checked for compatibility with the then applicable train schedules and coordinated with the contracting authority. any adjustments may lead to a slight change in the scope of services, but it is not expected that there will be a significant increase in the timetable hours and kilometers incurred. with the commissioning of the traffic area, the minimum targets according to § 6 of the law on the procurement of clean road vehicles (saubfahrzeugbeschg) regarding the awarded service must be fully met. for buses, a minimum quota of 65% clean vehicles applies according to § 6 para. 2 saubfahrzeugbeschg; half of these vehicles must be emission-free. instead of clean vehicles, emission-free vehicles can also be used to meet the minimum targets. with an assumed (minimum) vehicle fleet of 26 vehicles, the following minimum requirements apply: deployment of at least 8 'emission-free vehicles' (3 standard buses and 5 articulated buses) according to § 2 sentence 1 number 6 of the saubfahrzeugbeschg, these vehicles must together be deployed for at least 300,000 timetable kilometers per calendar year. deployment of at least 8 'clean vehicles' according to § 2 sentence 1 number 5 of the saubfahrzeugbeschg, these vehicles must together be deployed for at least 400,000 timetable kilometers per calendar year.
