Group 3: Group paid by the State Budget (applies to people permanently residing in safe communes in revolutionary zones whose information has been updated in the National Population Database). According to the provisions of Clause 5, Article 13 of the Law on Health Insurance amended and supplemented in 2019. 2024: A person who simultaneously belongs to many different health insurance participants shall pay health insurance according to the first subject determined in the order of subjects specified in Article 12 of this Law. According to the above regulations, the group of employees is ranked before the group paid by the state budget, so when he works at an enterprise, he is required to participate in compulsory social insurance and health insurance, he must participate and pay health insurance according to group 1. Therefore, in case he works at an enterprise, he is required to participate in social insurance and health insurance according to group 1. He must pay health insurance at the company even though he resides in a safe commune. Regarding health insurance benefits and benefits, based on Clause 2, Article 22 of the Health Insurance Law amended and supplemented in 2024: People of many subjects participating in health insurance are entitled to health insurance benefits according to the subject with the highest interests.
