Opening of bids for the sectoral procurement procedure regarding the awarding of the design and execution contract related to the investment objective "Modernization of the railway infrastructure between the CF stations Bucuresti Nord - Jilava - Giurgiu Nord - Giurgiu Nord Frontier? - Lot 2"
The National Railway Company "CFR" SA informs you that today, September 16, 2024, at 3:00 p.m., it opened the bids submitted to the sectoral procurement procedure regarding the awarding of the design and execution contract related to the investment objective "Modernization of the railway infrastructure between the CF stations Bucharest Nord – Jilava – Giurgiu Nord – Giurgiu Nord Frontier? – Lot 2"
During the procedure, the following economic agents submitted bids:

Association: ARCADA COMPANY (Leader), SC Alstom Transport SA;
Association: PORR CONSTRUCT (Leader), IMSAT;
Asociere: ZUE (Leader),CON-A OPERATIONS, UTI CONSTRUCTION AND FACILITY MANAGEMENT.
The estimated value of the public procurement for the Modernization of the railway line Bucharest – Jilava – Giurgiu Nord – Giurgiu Nord Frontier? (Lot 2) is in the range of 2,259,457,149.97 Lei – 2,711,348,579.96 Lei, without VAT, and the source of financing will be provided from non-reimbursable funds (CEF) and the State Budget. The duration for the development of the technical project and the execution of the works will be 36 months, of which 6 months design and 30 months execution.
The modernization of the railway line on the route Bucharest Progresu – Jilava – Giurgiu Nord – Giurgiu Nord Frontier? (Lot 2), in length of 93.45 km (without the Vidra – Comana interval, included in Lot 1), includes electrification and signaling, by implementing the ERTMS system.
The specific objectives of the investment are:
? reducing the travel time, by increasing the traffic speed on the entire section
? increasing the level of railway safety
? improving comfort during the trip, while managing the reduction of pollutant emissions and the negative impact on the environment;
? attracting travelers and freight carriers from the road area to the railway.
We mention the fact that the railway line Bucharest North - Giurgiu North Frontier? is an important line from an economic point of view, by taking over the international traffic from the two central corridors that cross the territory of Romania and the connection between the Rhine - Danube Corridor and the countries from the southeast of Europe (Bulgaria, Greece, Turkey), by crossing the Danube on the Friendship Bridge, in the border sector between Romania and Bulgaria.
The evaluation of the offers follows, in order to determine the winning offer, with the following stages of the procedure:
viewing the bids submitted in SEAP;
evaluation of the guarantee, the participation information in the DUAE and the accompanying documents;
assessment of compliance of technical proposals with the provisions of the specifications;
evaluation of financial proposals, including verification of their compliance with technical proposals;
evaluation of the supporting documents submitted by the bidders declared winners, to demonstrate the information from the DUAE;
sending communications to each bidder;
signing the sectoral procurement contract, after the period for filing appeals has passed.
