Cape Verde Minister Tender

📄 Tender ID: 509755075 📅 Published: 23 Oct 2024

📋 Tender Overview

The National Strategy for the Sea (ENM) is a strategic document that guides Cape Verde's short, medium and long-term public policies, within the framework of PEDS II, stressed the Minister of the Sea, Jorge Santos, who presided over the closing of the document presentation workshop, in Praia, this Tuesday, the 15th.

The Strategy defines three main priorities, highlighted the government official, pointing out that one of the objectives is to enhance, situate and give centrality to the sea in the diversification of the Cape Verdean economy and, at the same time, transform the sea into an accelerator of the country's economic growth.

The Minister indicated the modernization and extension of maritime and port infrastructures, in terms of ship repair and fishing complexes, as one of the priorities.

The industrialization and modernization of fishing comes as a second priority. Here, aquaculture stands out, with an emphasis on ongoing projects on the island of São Vicente, by Nortura and Fazenda de Camarão, a “new element” that is beginning to develop.

“The development of fishing and its industrialization also imply the transition from semi-industrial artisanal fishing to industrial fishing”, emphasized the Minister, for whom the ENM “is clear”, emphasizing that “it is by strengthening and highlighting the private sector, national and foreign, that we can make this leap in quality”.

Next, he highlights Human Capital, with a focus on the Campus do Mar/Universidade Técnica do Atlântico, “mainly” in its Higher Institute of Engineering and Marine Sciences aspect.

The Escola do Mar, an institution that trains seafarers and fishermen, “is essential” for maritime transport and fishing, added the Minister. The Institute of the Sea, in turn, which takes care of research and studies, and which has an Oceanographic Center, is another key piece in this chess.

The governor emphasizes that the National Strategy for the Sea “focuses” on the valorization of Human Capital as an “accelerating element”, also highlighting that the environmental area is an “important” aspect of the ENM.

“Another important aspect of this ENM is sustainability and environmental safety”, he pointed out.

“Everything we develop at sea in Cape Verde must be in strict compliance with international and national environmental protection standards, whether at the beach level, in terms of constructions on the seafront or in offshore exploration,” he stressed.

The Minister emphasizes that the sea is “much more” than fishing, stressing that the sea is energy, telecommunications with fiber optic cable runs, it is at sea that water is desalinated for public supply and for agriculture, it is at sea that water sports develop and it is at sea that the vast area of ??maritime transport takes place.
