๐Ÿ“‹ Tender Overview

I am very happy to meet with you all in the beautiful Hainan Island to exchange views on the theme of "Global Governance after the UN Summit for the Future". This year marks the 80th anniversary of the founding of the United Nations, an important year that connects the past and the future. The current international situation is turbulent and intertwined, with instability and uncertainty becoming increasingly prominent. The world is facing the risk of returning to the "law of the jungle", and all countries urgently need to work together to promote global governance. Last year, the United Nations successfully held the Future Summit and adopted the "Compact for the Future", sending a clear political signal to strengthen unity and cooperation and improve global governance, and clarifying the direction of efforts to meet global challenges.

Faced with severe challenges, President Xi Jinping, with a global vision and a focus on human well-being, proposed the important concept of building a community with a shared future for mankind, as well as global development initiatives, global security initiatives, and global civilization initiatives, providing guidance for solving the common challenges faced by all countries. UN Secretary-General Guterres and Deputy Secretary-General Ryder both believe that the three major global initiatives proposed by China are in line with the UN's philosophy and goals, and the two sides should deepen cooperation in this regard. Last month, China, as the rotating president of the UN Security Council, hosted a high-level meeting on "Practicing Multilateralism, Reforming and Improving Global Governance". At the meeting, Foreign Minister Wang Yi expounded China's proposition on building a fair and reasonable global governance system, which aroused enthusiastic responses among UN agencies and member states.

Peace and security are the top priorities of global governance and the core content of the Compact for the Future. China has put forward the Global Security Initiative, emphasizing the need to embark on a new security path of dialogue rather than confrontation, partnership rather than alliance, and win-win rather than zero-sum, in order to build the broadest consensus of the international community and provide new ideas for improving global security governance and solving the security dilemma of mankind. The Global Security Initiative has been supported by more than 120 countries and regions and international organizations. It is absolutely necessary for us to promote the Initiative and the Compact for the Future to strengthen docking, coordinated implementation, and mutual achievement around improving global security governance. To this end, China advocates:

First, we must take common security as our goal and respect and safeguard the security of every country. Mutual respect and equality among large and small countries are important principles of the UN Charter. No country can sacrifice the security of other countries for its own so-called absolute security. Any bullying and plundering are gross violations of the basic norms of international relations. We must discuss security governance on the premise of mutual respect and build lasting peace on the basis of fairness and justice.

Guided by the initiative, China abides by the purposes and principles of the UN Charter, speaks fairly and does fair work in the international arena. As a natural member of the global South, China has always firmly supported developing countries in Asia, Africa, Latin America and other regions in safeguarding their sovereignty, security and development interests. The 2024 Beijing Summit of the Forum on China-Africa Cooperation reached an important consensus on China and Africa working together to implement the Global Security Initiative, which is a vivid example of China's practical actions to support developing countries in strengthening their peace and security capacity building. China has signed a memorandum of understanding on cooperation on the Global Security Initiative with some Asian and African countries and has carried out fruitful cooperation. China also trains various types of security governance talents for developing countries, and plans to provide about 1,700 training places this year. No matter how the international situation changes, China will always care about developing countries, take root in the global South, insist that the internal affairs of countries must not be interfered with, sovereignty and dignity must be maintained, and promote equal rights, equal rules and equal opportunities among countries.

Second, we should practice true multilateralism based on the principle of solidarity and cooperation. Global threats require global responses, and the "Compact for the Future" proposes to revitalize multilateralism at the right time. In the face of a complex and severe international situation, we must abide by the concept of true multilateralism and uphold the principle of consultation, joint construction and sharing; we must highlight the core role of the United Nations in the international system and safeguard the authority of the United Nations; we must replace group confrontation with inclusiveness and cooperation, and break the "small circle" with "great unity". Major countries should take the lead in speaking honesty and the rule of law, and at the same time support and encourage other countries to participate extensively and equally in global security governance. Putting one's own country first will only hurt others and not benefit oneself.

Guided by the initiative, China supports the United Nations and its Security Council in playing an important role in stopping wars and maintaining peace. China is the second largest contributor to UN peacekeeping operations and the largest contributor of troops and police among the permanent members of the Security Council.
