π Tender Overview
- They detected delays in distribution, installation and use of equipment in five Diresa Callao networksCallao.- The Comptroller General of the Republic warned of deficiencies in the management of biomedical equipment acquired in 2021 by the Regional Government of Callao for the Regional Health Directorate of Callao (Diresa Callao), which, despite having been distributed in November 2025, at least 24 remain stored without use and 22 in operation without complying with formal procedures, affecting their use for the benefit of the population.
In five control visit reports, the delay in the transfer, installation and start-up of this equipment in establishments of the Bonilla-La Punta, Bepeca and Ventanilla health networks, as well as in the Public Health Laboratory Directorate and International Air Health, was identified. This situation, alerted since February 2026, has meant that several of these assets remain stored, without contributing to improving the diagnostic capacity of health services.
As context, the Regional Government of Callao acquired a total of 46 biomedical equipment for a contractual amount of S/ 1,705,109 in 2021, with the aim of strengthening laboratory services, especially after the demand generated by health emergencies.
Among the equipment are PCR cabinets used for safe sample processing, laminar flow chambers that ensure sterile environments, freezers and refrigerators to preserve reagents, automated equipment for nucleic acid extraction, microcentrifuges to separate sample components, and UPS units that ensure continuous power supply. All of this equipment is essential to perform timely and reliable clinical analyses.
Likewise, it was evident that some health facilities have been using biomedical equipment without the formal transfer process for its operation having been completed. This practice could affect the adequate allocation, control, traceability, custody and preservation of the useful life of the equipment, generating risks in its management and maintenance.
One of the most critical cases was identified in the Bepeca health network, where the Altamar health establishment, categorized as level I-2, keeps a PCR Booth stored despite not having a laboratory or providing clinical pathology service. This situation prevents its operation and shows an inadequate distribution of resources, to the detriment of citizen care.
The Comptrollers Office recommended that the entity adopt the corresponding corrective actions to guarantee the proper management, distribution and use of biomedical equipment, in order to optimize health services in Callao and ensure that public investment fulfills its purpose for the benefit of the population.
