Permanent Deputy Prime Minister Pham Gia Tuc signed Decision No. 1155/QD-TTg dated June 26, 2026 to establish the State Appraisal Council to appraise the Pre-feasibility study report adjusting the Lao Cai - Hanoi - Hai Phong railway construction investment project (Council). The Vice Chairman of the Council is the Deputy Minister of Finance and Deputy Minister of Construction. Council members include leaders of the Ministries: Industry and Trade, Agriculture and Environment, National Defense, Public Security, Science and Technology, Foreign Affairs, Justice, Culture, Sports and Tourism, Education and Training; leaders of the State Bank of Vietnam; leaders of the Peoples Committees of provinces and cities: Hanoi, Hai Phong, Lao Cai, Phu Tho, Bac Ninh, Hung Yen. The Ministry of Finance is the standing agency of the State Appraisal Council. Responsibilities and powers of the Council, the Council Chairman, the Council Vice Chairman, Council members, and the Councils Standing Authority are implemented accordingly according to the provisions of Articles 4, 5, 6, 7, 8 of Decree No. 19/2026/ND-CP dated January 14, 2026 of the Government. Members are responsible for providing opinions on time according to the request of the Standing Body of the Council. In case of not responding after the deadline, it will be considered consistent with the content of opinion gathering from the Standing Body of the Council and are fully responsible for not responding on time. The Council is responsible for completing the Appraisal Report according to regulations, which must clearly confirm whether the Project profile is eligible or not for the Government to submit to the National Assembly to decide to adjust the Projects investment policy.* The investment project to build the Lao Cai - Hanoi - Hai Phong railway line has the National Assemblys investment policy approved in Resolution No. 187/2025/QH15 dated February 19, 2025. The project has a total length of main line. about 390.9km, branch line about 27.9km, single track 1,435mm gauge, applying railway technology running on rails; general transportation of passengers and goods; design speed of 160km/h for the main line from new Lao Cai station to South Hai Phong station; Design speed is 120km/h for the section passing through Hanoi city hub area, design speed is 80km/h for the remaining sections. The route passes through 6 provinces/cities including: Lao Cai, Phu Tho, Hanoi, Bac Ninh, Hung Yen and Hai Phong. The starting point is at the rail connection point across the border (Lao Cai); The final point is at Lach Huyen port station (Hai Phong). The project has a total investment of about 203,231 billion VND, implemented in the form of public investment.
