๐Ÿ“‹ Tender Overview

The document prepared in cooperation with telecommunications operators various state institutions and communities introduces the current situation and Estonias plans to promote the construction of communication infrastructure and the arrival of ultra-fast Internet in the areas of market failure until 2030. The achievement of this objective is estimated to require the mobilisation of an additional EUR 200 million of public money in the coming years. The state also plans to support with 18.74 million euros the provision of uninterrupted 5G connections on Estonias main transport corridors. One of the ultimate goals of the plan is also to cover the populated areas of Estonia with 5G coverage to the extent of at least 95.The Estonian broadband plan describes the political decision-making points and actions necessary to ensure high-speed Internet access for all Estonian residents by 2030 to cover at least 95 of populated areas with 5G coverage and to build a basic infrastructure enabling the introduction of new technology in areas of market failure said Kristjan Jrvan Minister of Entrepreneurship and Information Technology. . According to the minister this will help improve the competitiveness of companies and promote a level playing field. The broadband plan offers options and acts as a road map that will guide us into the new decade both in terms of time and information technology. This helps the periphery to keep pace with larger cities and reduces regional inequalities which ultimately improves the lives of all Estonian people he said.Jrvan pointed out that meeting the goals formulated for 2030 is a challenge in which ensuring funding is key. For example 69 million euros of European Union funds have been earmarked for the construction of access networks in rural areas until 2030 but in addition to this the estimated deficit for reaching the gigabit society is 200 million euros Jrvan described. He stressed that it is a political decision on how to ensure connectivity in rural areas where there is no good quality internet connection today. It is very expensive to ensure 1 Gbits connection everywhere and the use of different technological solutions must be considered to enable people to have access to ultra-fast internet at an affordable price in the coming years the minister said.Jrvan said that when planning living environments and large transport corridors communication networks must be seen as an integral part of them. However the mere presence of a connection does not guarantee the use of ultra-fast data. This is also significantly influenced by the affordability of the service provided. Today despite the relatively good availability of connections Estonia is below the European Union average in terms of internet use of both 100 Mbits and 1 Gbits. One of the reasons for this among other things may be the high cost of the service. The Consumer Protection and Technical Regulatory Authority is currently assessing the competitive situation on the market and may if necessary introduce various measures to improve it. This is with the aim of making it more attractive for the end user to use faster data connections the minister explained the states levers to support affordability. He added that the situation where 100 Mbits internet costs Estonian people the same as 1 Gbits in Latvia and Lithuania is not understandable.
