📋 Tender Overview
The Secretary of State announces a public competition for the post of Undersecretary for Assets of the Ministry of the Interior.
The main challenges of the Undersecretary for Assets are to support the creation of crisis preparedness capabilities, the development of SMIT as a strong ICT house, and the development of the Estonian Academy of Security Sciences into an attractive internationally recognized educational institution.
In the coming years, there will be:
- Updating the ICT strategy for the area of government of the Ministry of the Interior;
- strengthening the synergies between finance and management accounting;
- reconciling the planning of external instruments with domestic means;
- the development of SMIT, which would lead to clarity of service levels, the effectiveness of development processes and high-quality and sustainable management;
- Development of the Estonian Academy of Security Sciences into an attractive and internationally recognized educational institution for students, whose modern infrastructure and practice base successfully enable the implementation of modern integrated curricula.
Requirements for the candidate:
- master's degree or equivalent level of education;
- at least 5 years of management experience in an organization or structural unit;
- knowledge of English at least at the C1 level;
- competencies according to the competence model of the top managers of the civil service (see. competency model). Emphasis on the following competencies: a carrier of innovation, a keeper of work happiness, a achiever of results.
Preference is given to a candidate who has:
- good economic knowledge;
- good knowledge of the development of the field of ICT;
- a good understanding of the functioning of the public sector;
- experience in strategic management and policy-making;
- previous work experience as a top manager of a public or private institution or his deputy.
We expect the candidate to have permission to access state secrets or be ready to apply for it. The term of service of the top manager of the civil service is 5 years.
