π Tender Overview
(Dubai, February 3, 2026)
Dear Summit Participants,
Ladies and gentlemen,
Today, the issues of global governance and effective leadership are being discussed in the context of an ever-increasing global renewal that is fundamentally changing the system of international cooperation and alliances.
The world is facing the combined effects of geopolitical, economic, climate and technological crises. In such conditions, the effectiveness of cooperation instruments is determined not only by the ability to respond to emerging threats, but primarily by the ability to act in advance by preventing threats and strengthening trust between partners.
We understand that effective cooperation and sustainable cooperative relations begin with responsibility, predictability and respect for international norms.
Allow me to outline a few practical initiatives that we believe are directly related to the future of our business.
Effective cooperation requires a shift from crisis management to preventive governance.
The experience of recent years clearly shows that states are often forced to coordinate their actions after complex situations arise. This leads to greater political, economic and social problems compared to timely preventive measures.
In our opinion, the creation of a Multilateral Platform for Preventive Governance focused on the exchange of early warning tools, prevention methods and management solutions can help reduce threats before they escalate and prevent the breakdown of trust between partners.
We strongly believe that preventive governance should become a permanent part of the architecture of future cooperation frameworks at the national, regional and international levels.
Sustainable global governance is impossible without a strong international legal framework.
In this regard, Turkmenistan is promoting the initiative to declare 2028 as the Year of International Law within the framework of the United Nations.
The purpose of this initiative is to strengthen and restore respect for the existing legal framework, ensuring its comprehensive and indivisible character.
We see the year 2028 and the period of preparation for it as an opportunity for a wide-scale dialogue on the role of international law in the context of global reforms, changes in the balance of power and the emergence of new types of conflicts, as well as for strengthening the legal basis of preventive diplomacy and peaceful settlement of disputes.
For alliance partnerships, this means better predictability, mutual trust, and clarity of commitment.
we all agree that the basis of any management and collaboration solution should be reliable and accurate data, as well as a system for analyzing and modeling it.
In this regard, we support the promotion of general principles of data integrity for all and the creation of tools for their joint verification in the development and implementation of national and international policies.
Such principles can help build trust between partners, ensure consistency of solutions, and strengthen government accountability for the use of digital tools, including artificial intelligence.
the effectiveness of joint efforts within the framework of unions or other forms of cooperation is determined by the ability to implement initiatives through the integration of intergovernmental capabilities.
At the same time, the sustainable transport initiatives previously promoted by our country from the podium of the World Government Summit were implemented in a concrete institutional form at the United Nations.
In December 2025, the UN General Assembly declared 2026-2035 as the Decade of Sustainable Transport and created the Sustainable Transport Atlas as a roadmap and monitoring tool to track the implementation of the decades goals.
This experience shows that partnerships based on trust, inclusion and clear goals can deliver real global results.
Ladies and gentlemen,
In the 21st century, leadership and alliances are defined not by the ability to dominate, but by the ability to predict, build trust, and enforce shared norms.
Reliable information, preventive governance, international law and effective implementation of solutions should be considered as components of a coherent system of responsible cooperation and sustainable global associations.
In conclusion, I would like to express my appreciation to the leadership of the United Arab Emirates for hosting the World Government Summit in Dubai.
Thank you for your attention.
