The approval of the Law for the Prevention Care and Protection of internally displaced persons in Honduras represents the most important advance in this country to care for and protect internally displaced persons due to violence. In addition to recognizing the rights of the victims and establishing a legal framework for the restoration of their rights the law will help to implement prevention mechanisms in the event of new displacements.For this reason UNHCR the UN Refugee Agency the Office of the United Nations High Commissioner for Human Rights OHCHR the International Committee of the Red Cross ICRC and the Norwegian Refugee Council NRC celebrate the presidential sanction of this law developed by the Inter-Institutional Commission for the Protection of Persons Internally Displaced by Violence CIPPDV.This Law is the result of a great commitment by the authorities which with the support of civil society organizations and international organizations have managed to ensure that its content is aligned with international protection standards constituting a national milestone in the protection of fundamental rights. of thousands of Hondurans impacted by the generalized violence.The Law will strengthen the important advances achieved by the Honduran State for the protection of the rights of people and communities impacted by violence such as guidance mechanisms humanitarian assistance and protection of rights. In addition it provides for the generation of information in order to develop public policies to address the consequences of internal displacement.In the same way the law establishes responsibilities and coordination mechanisms of State institutions to prevent the causes of internal displacement register and characterize the victims guarantee the restitution of the rights of people forced to flee and protect the communities most affected by violence.The signatory organizations recognize the challenges involved in implementing this legal framework for which reason they reiterate to the authorities civil society organizations and victims of forced displacement their commitment to support the State in preparing the regulations for the law organizing and strengthening the institutional system responsible for its application and promote the attainment of resources to materialize protection and assistance measures.The ICRC founded in 1863 is an independent neutral and impartial international humanitarian organization that provides protection and assistance to victims of armed conflicts and other situations of violence.
