π Tender Overview
May 8, 2025, Chisinau - Ministry of Agriculture and Food Industry encourages farmers to associate in water users associations (AUI), as a solution for efficient management of water resources. These structures allow access to centralized irrigation systems, contribute to the increase of irrigated areas and facilitate state interventions in modernizing systems.
According to Law no. 171/2010 regarding the associations of water users for irrigation, the process of setting up an Aui is voluntary and is based on the free association of the owners of agricultural land in the area of serving a centralized irrigation system (SCI). Below are the main stages:
1.. Participation is voluntary, and any natural or legal person who owns or uses agricultural land in the service area can be part of the association.
2. Interested farmers form an initiative group that: identifies the arable area that can benefit from irrigation; analyzes the state of the existing infrastructure; Consult specialists in the technical, legal and economic field, if necessary.
3. The initiative group designates a constitution committee consisting of no more than 12 potential members of the future AUI. The committee has the task of coordinating the preliminary actions: elaboration of the status of the association; initiating dialogue with authorities; consulting the local community; Preparation of the meeting of constitution.
4. A general assembly is convened to which all land users in the irrigation area are invited. Within the meeting: the status of the association is approved; the management bodies (board of directors and censor) are chosen; It is decided on the transmission of the irrigation infrastructure, if applicable.
5. After the necessary documents are adopted, the committee submits the application for registration with the Public Services Agency. The legal registration confers legal personality to the association, allowing them to access the infrastructure, funds and projects.
6. After the registration, the authorities can transmit the public irrigation infrastructure for free use to the Auai. The association becomes responsible for the operation, maintenance and development of the system.
The ministry together with the National Agency for Land Improvements provides informative and methodological support to facilitate this process.
