The development of the law project contributes to perfecting the law on protecting important works related to national security, in accordance with the Constitution, ensuring the consistency of the legal system and compatible with relevant international treaties and agreements to which Vietnam is a member; overcome and handle limitations, problems and inadequacies regarding the 2007 Ordinance on Protection of Important Works Related to National Security; consistent with the rapid development trend of science and technology, meeting the requirements of protecting national security and regime security in the new era. The law was developed and promulgated to improve the legal basis for protecting important works related to national security; ensure the correct implementation of the Partys guidelines, the States legal policies, compliance with the Constitution, and ensuring human rights and citizens rights; ensuring the unity and synchronization of the legal system, consistent with reality, clearly defining responsibilities, assignment and decentralization between functional forces in the protection of important works related to national security. Currently, the draft law is structured with 7 chapters with 41 articles, stipulating principles of protection, criteria for determination, authority, protection measures, security forces, rights and responsibilities of agencies, organizations and citizens in public protection. important processes related to national security; construction management, security, security zones; policies on protecting important works related to national security; regulations excluding the protection of defense works and military zones according to the provisions of the Law on Protection of defense works and military zones.
