πŸ“‹ Tender Overview

Rooftop solar power in the North is strongly shifting to a self-production and self-consumption model, helping businesses and people proactively source energy, reduce load on the national grid and optimize operating costs in the context of increased load. Download In Quang Ninh, rooftop solar power is being deployed on many customer groups with different scales. After more than a year of implementing Decree No. 58/2025/ND-CP of the Government on developing self-produced and self-consumed rooftop solar power, this model is recording remarkable development in the North. According to the Northern Power Corporation (EVNNPC), in the first 6 months of 2026, the entire Corporation develops new 8,500 rooftop solar power customers self-produce and consume, with a total capacity of 394.5 MW. This result reaches 167% of the plan in terms of number of customers and 116% of the plan in terms of capacity delivered in 6 months. Accumulated to June 30, 2026, EVNNPC has 10,099 customers investing in rooftop solar power for self-production and self-consumption, with a total capacity of 718.3 MW. Of these, 98 customers sold excess electricity to the grid with a total capacity of 12.1 MW. In June 2026 alone, the entire Corporation developed 2,084 customers, reaching 243% of the monthly plan; Total installed capacity reached 96.1 MW, equivalent to 170% of the plan. Many units have outstanding results, exceeding the plan for the first 6 months of the year, including Power Companies: Phu Tho, Bac Ninh, Nghe An, Tuyen Quang, Hung Yen, Hai Phong, Thanh Hoa, Lao Cai, Ninh Binh and Thai Nguyen. The above numbers show that rooftop solar power in the North is no longer just single models. From industrial parks and manufacturing plants to households, schools and medical centers, more and more customers are proactively exploiting available roof area to generate on-site power sources. EVNNPC said that Decree No. 58/2025/ND-CP has created a legal corridor for the development of self-produced and self-consumed rooftop solar power. Along with that, Directive 09 and Directive 10 of 2026 of the Prime Minister on enhancing electricity saving and developing rooftop solar power have more clearly defined local responsibilities in managing load demand and encouraging the use of clean energy. Equipment costs are gradually decreasing, technology quality is improving and awareness of people and businesses about the benefits of solar power are also factors promoting market development. In Hai Ha area, by the end of June, there were 139 customers installing rooftop solar power with a total of capacity is about 1.6 MW. Talking to a reporter from the Government Electronic Newspaper, Mr. Dong Tien Dung, representative of Hai Ha Electricity, said the unit has coordinated with local authorities to survey, propagate and advise people, schools and medical centers. For the school sector, the electricity industry has sent documents and directly worked with establishments in the area to determine the needs and appropriate investment scale. A notable point is that the installation is not carried out according to a general formula. Each project must be surveyed based on the roof area, load chart, time of electricity use and system reception capacity. Solar power can well meet demand during the day when weather conditions are favorable. However, in the evening, on days with little sunshine or when solar power output decreases, the power grid must still ensure the supply of the missing power. Therefore, Mr. Dung believes that correctly determining the needs of each customer is an important condition for the system to be effective, while not affecting the task of ensuring continuous power supply. With households using about 800-1,200 kWh of electricity per month, the payback period is estimated by this unit to be approximately 5-5.5 years. Households with greater electricity needs, especially those who use a lot of electricity during the day, can recover capital faster. Typically, households install systems with a capacity of 6-12 kWp, accompanied by a storage unit of about 16-20 kWh. Meanwhile, households that combine production and business can choose systems from 30-45 kWp, even about 50 kWp. Because electricity is mainly used directly during the day, the need for storage investment in this group may be lower. Together with Hai Ha Electricity, Mr. Tran Quang Hung, Deputy Head of Mong Cai Electricity Department, said that the unit has exceeded the plan to develop rooftop solar power customers in recent times. At the same time, the unit is coordinating to implement the policy of the Peoples Committee of Quang Ninh province on installing rooftop solar power at schools, medical stations and public agency headquarters. According to the direction of the Provincial Peoples Committee, all registered schools must complete installation before August 30, in time to put into use before the new school year. However, Mr. Hung said that expanding the model still faces some barriers related to construction procedures, fire prevention and electrical system operations. Not only people and businesses,Units under EVNNPC also directly deploy rooftop solar power. The Corporation has completed installation at 148 locations at unit headquarters, with a total capacity of about 5.4 MWp. By the end of June 2026, there were 1,190 EVNNPC officials and employees installing rooftop solar power, with a total capacity of 14.5 MW. Some units have all members of the board of directors participating, including the power companies Thanh Hoa, Hung Yen, Quang Ninh, Lang Son, Nghe An, Cao Bang, Son La, Ha Tinh and Dien Bien. Localities have begun to participate more synchro
