πŸ“‹ Tender Overview

The Ministry of Energy of the Russian Federation has developed a draft law to extend the Far Eastern surcharge mechanism until 2035. It takes into account the possibility of allocating part of the funds to finance projects for the development of energy infrastructure, Energy Minister Sergei Tsivilev told reporters at the Energoprom-2026 forum. He recalled that at the Eastern Economic Forum in the fall of 2025, the issue of extending the Far Eastern surcharge mechanism was discussed as one of the sources for the construction of generation and the development of energy infrastructure. Russian President Vladimir Putin instructed to extend the bonus until 2035, fixing its size at 30.4 billion rubles. When extending, it should be possible to allocate 50% of the funds to finance projects for the development of energy infrastructure in isolated energy systems and local energy districts.
To extend the validity of the Far Eastern surcharge mechanism, taking into account the direction of part of it to finance projects for the development of energy infrastructure, it is necessary to make changes to the legislation on the electric power industry. Currently, active work is underway in this direction, the details of the new mechanism are being discussed at various sites at the federal level. The Ministry of Energy has already developed a draft law, which is undergoing the approval procedure, Tsivilev said.
The minister clarified that the procedure for distributing the surcharge funds and the categories of consumers for whom electricity prices will be reduced will be determined by the government. Since a significant part of the infrastructure in technologically isolated energy systems operates inefficiently, which directly affects the reliability of energy supply and the level of tariffs, 50% of the surcharge funds are proposed to be allocated to the implementation of a program for modernizing local generation facilities in the Far Eastern Federal District (FEFD), Tsivilev noted.
About the Far Eastern allowance
The Far Eastern surcharge mechanism has been implemented since 2017 by decision of Russian President Vladimir Putin. This decision made it possible to more than halve electricity tariffs in the macroregion, which became significant support for entrepreneurs and created conditions for the launch of more than 180 new investment projects totaling more than 780 billion rubles.
