Rostelecom has begun installing mobile base stations in small villages, as provided for by the state program Eliminating the Digital Divide 2.0 for 2026. The first settlement in the Altai Territory where telecom services appeared this year was Aleksandrovka, Loktevsky district. The ceremonial launch of the station took place on July 15.
The village, where only 183 people live, is located in the south of the region, 30 km from the border with Kazakhstan. To implement the project, the operator, together with the T2 company, carried out technical design, prepared the site and infrastructure, laid cables and communications, installed metal structures, connected and tested equipment. After the launch of the station, residents received access to voice communications and high-speed Internet in 4G/LTE format.
Sergey Lavrenyuk, director of the Altai branch of Rostelecom:
We have fulfilled all our obligations to the villagers, providing them with the modern communication that every family needs. To solve the problem, a base station from the Russian telecom equipment manufacturer BULAT was used. The measurements confirmed that the signal level and data transfer speed meet the requirements of the government contract. As part of the project, more than 230 km of fiber-optic lines will be laid this year.
Evgeny Zryumov, Minister of Digital Development and Communications of the Altai Territory:
More than 17 thousand residents of the region voted for the inclusion of settlements in the federal project UCN 2.0 this year. The leaders eventually became Kuznechikha of the Shipunovsky district, as well as Klepikovo and Chekanikha of the Ust-Pristansky district. Aleksandrovka took fourth place among the settlements. A total of 21 villages are included in the program, and their residents will have access to modern cellular communications by the end of the year.
Already in July, new BULAT base stations will operate in the villages of Kuznechikha, Goltsovka, Zmeinogorsk district, and Kirovskoye, Aleysk district.
The list of settlements for 2026 was approved by the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation. Small villages with a population of 100 to 1,000 inhabitants are included in the program through popular voting on the State Services portal. There you can also check the availability of mobile communications in a particular locality.
Since the launch of the UCN 2.0 program in 2021, 79 thousand rural residents of the region voted for the inclusion of settlements in it. Today, mobile communications operate in 202 villages and towns in the region, providing access to communications for more than 50 thousand residents of the Altai Territory.
