Unlocking foreign assistance increasing salaries and social benefits but also measures to ensure the financial autonomy of local public authorities are just some of the priorities set by the Ministry of Finance team in June when the Sandu Government is investing. In a detailed activity report the ministry team presented the challenges of the first five months of activity as well as the achievements it achieved during this period.The immediate priority of the current management team of the ministry was to stabilize the financial situation and ensure the payment of salaries and social payments removing the country from financial isolation and ensuring an active dialogue with the development partners resuming the activities for the elaboration of the main documents for public finances Medium Term Fiscal Policy and Budget Law.During June-November currently the countrys budget was supported with over 83 million euros and over 27 million US dollars or the equivalent of over 2.1 billion lei from foreign donors. This support was directed to the implementation of projects in the field of education police reform agriculture and rural development etc. At the same time major actions have been taken to increase the absorption rate of external assistance to capitalize on the available credit resources for which interest is paid out of taxpayers money.The Ministry of Finance team has finalized and proposed for public debates in a broad participatory framework the draft Law of the Budget for 2020. The budget for next year is a Solidarity budget and means higher salaries for most budget employees support for low-income people. cold weather allowances for electricity consumption greater support for war veterans on the Dniester and more financial autonomy for the local public administration.The project envisages wage increases for most employees in the budget system. At the same time the document stipulates the increase of the aid amount for the cold period of the year from 350 to 500 lei and the extension of the number of beneficiary families from 170 thousand to 300 thousand. Pensioners with an income of less than 1500 lei will receive 50 lei monthly for the payment of electricity. The increase of the monthly state allocations from 100 lei to 300 lei is planned for the participants in the fighting actions to defend the territorial integrity and independence of the Republic of Moldova and the participants in the fighting actions in Afghanistan. A total of 26 548 persons will benefit from this support. It will be increased by 40 to the amount of state social allowances for persons with disabilities from 323.8 lei to 647.6 lei. 12537 people will benefit from this increase. For the elderly the amount of the state social allowances will be increased from 215.87 lei to 539.67 lei. 9008 people will benefit from these increases.The project also provides for an increase in the allowance for young specialists in the medical and pharmaceutical field. In the case of doctors and pharmacists they will increase from 45000 lei to 120000 lei and for medical and pharmaceutical personnel with average education - from 36000 lei to 96000 lei. Another priority of the Sandu Government and implicitly of the Ministry of Finance was to increase the financial autonomy of the local authorities. Thus as of January 1 2020 all receipts from the income tax of natural persons could remain in the budgets of mayors from rural localities. Currently only 75 percent of these revenues remain in the management of local authorities. In the case of cities and municipalities this coefficient will increase up to 50. Additionally from the state budget the financial support funds will be offset from the income tax of legal persons.The Ministry has succeeded in implementing a number of extremely important measures in the field of customs and fiscal policy. We mention only a few of them cancellation of duty-free shops in the Transnistrian region annulment of the right to market petroleum products in the customs control area the revision of the fiscal and customs facilities granted for the import and marketing of goods under duty-free regime Law no.85 2019 for the repeal of articles of the Customs Code of the Republic of Moldova no.1149 2000 Law no.119 2019 for the modification of some legislative acts etc. Finally we mention that all the activities of the Ministry of Finance are aimed at ensuring the sustainability of the public finance system in the Republic of Moldova.
