Moldova Republic Moratorium Tender

The Cabinet of Ministers today approved the extension of the temporary moratorium on the recruitment of staff in the budget sector to registered vacancies. Thus in order to better manage the available financial resources and direct them to the priority areas it was proposed to extend until December 31 2022 the moratorium for vacant positions registered on November 30 2021. These are over 14 thousand positions vacant.The document stipulates that during the moratorium the hiring of staff for vacant positions is carried out with the monthly maintenance of the number of vacancies per public authority institution indicated in the project annexes. At the same time the provisions of the project allow the possibility of hiring during the moratorium the staff strictly necessary to carry out the mission of public authority or in case of reorganizations exceeding the number of vacancies indicated by coordination with the Ministry of Finance.The provisions of this document do not apply to the positions for which at the date of approval of the decision a competition was announced. At the same time it is recommended that the administrative-territorial units the independent public authorities and the National Social Insurance House suspend the staffing of the vacancies registered on the same date.Wage policy measures for 2022 have a considerable impact on the national public budget. For the year 2022 the personnel expenses are estimated at 20.7 billion lei with an increase of 1.5 billion lei compared to the expenses approved for the year 2021. The respective allocations include the increase of the reference values used to calculate the salaries in the budget sector on average with 5.9 the increase of the salary classes of the teachers within the psycho-pedagogical assistance structures as well as of other employees from the budgetary sector. Their implementation will be possible only under conditions of efficiency and the establishment of a strict regime for the use of public expenditures.Recall the moratorium on staffing in the budget sector for vacancies was established on November 30 2018.
