Mozambique Protection Checklist Tender

This Protection Mainstreaming Checklist serves as technical guidance, developed jointly by the Protection Cluster and the Camp Coordination and Camp Management (CCCM) Cluster members to mainstream protection in their interventions in Mozambique. Camp coordination and camp management (CCCM) is the name given to standardized coordination mechanisms that are applied in IDP operations through the CCCM Cluster.

CCCM mechanisms ensure that services are delivered efficiently and that displaced people are protected in all types of communal displacement settings in rural or urban environments; whether they live in planned camps/sites, spontaneous self-settled informal sites, collective centers, reception centers, or transit centres. In recent years, CCCM has also worked with displaced populations living with host families and in remote communities.

By mainstreaming protection into CCCM programs, humanitarian actors can support displaced persons access and enjoy their rights; help IDPs reside safely in camp settings and improve their quality of life and dignity during displacement. In common with the wider humanitarian community, both the Protection and the CCCM Cluster do not promote the creation of camps or camp-like settings. Recognizing that displaced people have specific needs, camps/sites are a temporary solution of last resort and should only be established only when other solutions are neither feasible nor preferable.

If groups within displaced populations are staying with host families or are self-settled in rural or urban areas, there must be consideration given to the rationale for these decisions and to what extent supporting such alternatives might be more appropriate than establishing a camp/site. CCCM supports other sectors in seeking durable solutions while trying in the interim to efficiently and effectively uphold standards and the rights and dignity of displaced populations.
