PACE decided today to streamline and amend its Rules of Procedure in particular to clarify how its integrity framework applies to Guests of the Assembly (namely special guest delegations, observer delegations, partner for democracy delegations, and other guests).
Under these new rules:- The code of conduct applies, , to Guests of the Assembly;- Guests of the Assembly are required to make a declaration subscribing to the values of the Council of Europe when their names are submitted;- Guests of the Assembly will not be required to make a written declaration of interests, unless a member of a partner for democracy delegation is appointed as rapporteur for an information report.
These amendments to the Rules of Procedure will enter into force at the opening of the January 2027 part-session.
