Alleged criminal and administrative responsibility of six officials and employees of the institution was identified for events that occurred in 2022. The Comptroller Generals Office identified that, in 2022, officials and employees of the Administration Committee of the Callao Educational Fund (CAFED), the executing unit of the Regional Government, modified technical characteristics in order to favor a supplier with the acquisition of equipment that would allow the implementation of a specialized laboratory at the National University of Callao (UNAC), for the sum of S/ 1,613,000.
According to Audit Report No. 009-2024-2-5958-AC (Evaluation period: January 2, 2021 to December 30, 2023), in this case there is the alleged criminal and functional administrative responsibility of six CAFED workers who generated favorable conditions at each stage of the selection procedure in order to benefit a supplier with the purchase of goods of certain brands, different from those requested in the technical file.
The incident occurred during the execution of the specific inter-institutional cooperation agreement between CAFED and the National University of Callao, which aimed to support and carry out investments in the scientific and technological development field, in order to enhance and raise the educational level of students, for the benefit of the region.
Within the framework of said agreement, in August 2020, CAFED contracted the execution of the pre-investment study of the project for the creation of the Research and Innovation Service in Higher University Education of the UNAC Bioenergy Center, in which one of the components was the equipment, so equipment was acquired to implement the Water Laboratory with the purpose of studying its quality and types (wastewater, supply water, industrial, natural, domestic, among others).
According to this study and its subsequent technical file for 2021, specialized equipment was required for its operation, such as 01 UV/Fluorescence Spectrophotometer, 01 ICP-OES Atomic Emission Spectrophotometer and 01 Semi-Automatic Polarograph for reading cations and others, which had specific technical characteristics, defined in the pre-investment stage.
However, at the time of the selection procedure for the purchase of the equipment, in 2022, these were required in a quantity and name different from the pre-investment study and technical file, for which technical specifications with other characteristics were prepared and attached, in order to guide the acquisition of equipment of a certain brand and model.
In addition, it was found that the CAFED Callao user area failed to include the conditions under which the contract would be executed, which, due to the complexity of the equipment to be acquired, were necessary to ensure its operation and proper functioning, such as availability of services and spare parts, preventive maintenance, technical support, training and coaching, conformity tests, among others, which were considered minimum requirements.
According to information from the CAFED Institutional Control Body, the equipment has already been acquired and paid for. However, it is still not in operation in the Water Laboratory built at the University of Callao, despite two years having passed since it was purchased.
