π Tender Overview
The National Office of Electoral Processes (ONPE) cancelled the technical assistance service with Non-Presential Electronic Voting (VENP), in the election of teaching representatives and student representatives before the governing bodies of the National University of Engineering (UNI), scheduled for October 30, 2024.
The cancellation was made effective through letter no. 007776-2024-GSFP/ONPE (25OCT2024), signed by Lidia Flores Jesfen, manager of Supervision of Party Funds of the ONPE, addressed to Oscar F. Silva Campos, president of the University Electoral Committee of the UNI.
The letter includes the technical opinion issued with report no. 00500-2024-SGAT-GSFP/ONPE (25OCT2024) which specifies that, in terms of grounds for exclusion of candidates and objections, any reference to legal norms other than University Law no. 30220 is inapplicable, since only the requirements established in it are required for application.
ONPE specifies that while it respects the autonomy of the Electoral Committee, recognized by the University Law, its participation is conditioned on compliance with the current electoral norm, since only in this way is the mandate to guarantee the legality and transparency of university elections fulfilled.
The electoral body emphasizes that the cancellation of its participation in the university elections is provided for in the directive Participation of the ONPE in the election of university authorities with code DI02-GSFP/AT, Version 01, approved by Chief Resolution No. 003571-2022-JN/ONPE (30SET2022).
It should be noted that the ONPE does not have the power to cancel or declare null a university electoral process, in respect of the university autonomy enshrined in the Political Constitution of Peru and the autonomy of the University Electoral Committee recognized by University Law No. 30220.
