π Tender Overview
Medical equipment was designed for lower altitudes, so it may not work and may be damaged. The Comptroller Generals Office warned that the Ministry of Health acquired and installed a mammogram and two computers for the Departmental Hospital of Huancavelica without considering the altitude of the district and province of Huancavelica. It should be noted that the geographic altitude of the place exceeds the limit established for the proper functioning of the machines, so this situation could cause damage to the equipment.
The manual of the manufacturer of the Fujifilm 2D digital mammogram, whose investment cost was S/ 1,361,435, establishes that the equipment cannot be used at an altitude of more than 3,000 m. and the computers at no more than 3,048 meters above sea level. However, Huancavelica is located at 3,746 meters above sea level, so said equipment is not suitable for the geographic location of the hospital.
Likewise, the Control Milestone Report No. 106-OCI/0191-SCC warned of 18 adverse situations, including the lack of installation of the remote diagnosis service in the Mammography System of the Huancavelica Departmental Hospital, which prevents the remote detection of failures and errors in the equipment.
Another important observation is regarding the training of the technical staff of the mammography equipment of the Huancavelica Departmental Hospital, which was not provided to the minimum number of representatives established in the technical specifications, a situation that could generate economic damage due to services not performed.
In addition, the laser printer for x-ray plates has been installed next to the sink located in the mammography room without considering the warnings of electric discharge and its classification described in the manufacturers manual, which would put the personnel who handle it at risk and cause damage to the equipment.
The report was communicated to the head of the Ministry of Health so that he can take the appropriate preventive and corrective actions, within the framework of his powers and obligations in institutional management.
