December 29, 2025, Chisinau - In todays meeting, the Executive positively approved the legislative initiative regarding the establishment of a moratorium on the forced pursuit of the goods of certain categories of farmers, thus offering a protection mechanism for agricultural producers seriously affected by natural calamities in the period 2024-2025.
Through this draft law, it is proposed to establish a temporary moratorium, for a duration of 12 months, on the foreclosure of assets belonging to micro and small farmers. The measure would apply to agricultural producers whose inability to pay was determined by objective economic losses, generated by natural calamities, and the proposed effects of the protection also extend to the assets of guarantors or other guarantors who are jointly and severally liable for the debtors obligations.
At the same time, the project provides for the suspension, during the application of the moratorium, of the calculation of interest, late payment penalties and other accessories related to non-execution of contractual obligations. At the same time, the legislative initiative contains provisions aimed at establishing insurance measures and establishing obligations for debtors during the moratorium period, so that a balance is maintained between the need to support affected farmers and protect the legitimate interests of creditors, including the possibility of debt recovery.
The main objectives of the proposed legislative measure are to ensure the continuity of agricultural activities, to prevent the entry into insolvency or bankruptcy of small agricultural holdings, as well as to protect the rural environment and maintain socioeconomic cohesion in the affected communities.
