π Tender Overview
The initiatives strengthen logistics capacity, promote foreign trade and consolidate development poles on the north and south coast.During the last year, the Ministry of Transportation and Communications (MTC) consolidated a portfolio of projects that directs investments of more than USD 2.3 billion to expand and modernize the infrastructure of seven seaports in the country. The interventions seek to strengthen the competitiveness of the National Port System, respond to the growth of foreign trade and reduce logistics costs for production chains.
One of the first milestones was the signing, on November 6, 2025, of the addendum for the modernization of the Port of Matarani, which contemplates investments of USD 705 million over the next 30 years. The project will double the operational capacity of the terminal, generate more than 3,500 jobs and will serve the growth of exports in the south of the country, especially in the mining, agroindustrial and livestock sectors, in addition to strengthening trade with Bolivia and Brazil.
During 2026, investments were concentrated in the port of Callao. In April, Stage 3A of the North Multipurpose Terminal began operation, whose investment amounted to USD 77.9 million. The work increased the grain storage capacity from 25 thousand to 85 thousand tons, incorporated two continuous unloaders and a new container yard of 2.13 hectares, increasing the logistics capacity of said port terminal in the country. In addition, at the end of June the execution of Stage 3B began, with an investment of USD 350.3 million for the construction and modernization of docks, dredging work and incorporation of new gantry cranes.
Added to this progress was the approval, in February of this year, of the infrastructure component of the Mineral Concentrate Shipping and Hydrocarbon Unloading Terminal, which foresees investments of USD 160 million to expand the mineral shipping capacity and guarantee the supply of fuel for Lima, the central area and the new Jorge Chavez International Airport.
In April 2026, the update of the Lambayeque Port Terminal Master Plan was also approved, which projects investments of USD 616 million to develop the terminal in three stages. The initiative will benefit seven regions in the north and northeast and will contribute to consolidating a logistics corridor that connects the Amazon with international markets.
In parallel, investments were completed in the Salaverry Port Terminal, in La Libertad, with the construction of a warehouse for solid waste and the second stage of implementation of intakes for refrigerated containers, both received by the National Port Authority.
Likewise, the sector continued to promote the Paita Anteport, whose pre-investment study is expected to be completed in July 2026. The project includes a parking area for 200 heavy-duty vehicles and services for transporters, with the aim of optimizing access to the port and improving its logistical efficiency.
With this set of projects, the MTC consolidates a strategy aimed at expanding port capacity, attracting new investments and increasing the countrys logistics competitiveness in a context of sustained growth in foreign trade.
