Currently, management companies report in a way that is convenient for them. There will be a unified reporting form, and management companies will not be able to avoid including this or that information in the report.
The State Duma has adopted in the first reading the bill 651434-8 with amendments to the Housing Code. A new rule is being introduced that managers of apartment buildings:
management organizations;
homeowners' associations;
housing or housing construction cooperatives;
other specialized consumer cooperatives
During the first quarter of the current year, the owners of premises in the apartment building must provide a report on the activities related to the management of the apartment building for the previous year. This report must also be posted in the system (GIS Housing and Public Utilities). The list of information that must be reflected in the report will be determined by the Ministry of Construction. The contract for the management of the apartment building, the charter of the partnership, cooperative may establish other deadlines for the submission of such a report.
It is expected that the first report will be submitted as early as 2025, if the law is passed.
The bill is aimed at increasing the transparency of the activities of management organizations, homeowners' associations and housing cooperatives, and strengthening the owners' control over their activities. Currently, the Housing Code provides for the obligation of the management organization to report to the owners, but the requirements for the reports are not established, so the management company can enter into it what is convenient for it and how it is convenient for it. Currently, only the requirements for the information posted in the State Information System of Housing and Public Utilities have been established.
After the law is passed, “it will no longer be possible to hide mandatory information, which means it will be easier for citizens to control what their money is spent on,” said State Duma Chairman Vyacheslav Volodin.
