At a plenary session, the State Duma adopted in the first reading a bill banning the distribution of advertising on the information resources of foreign organizations recognized as undesirable in the Russian Federation, as well as on the resources of organizations whose activities are recognized as extremist and banned in the Russian Federation.
The bill was submitted to the chamber of parliament by a group of deputies and senators in June. According to the document, the law "On Advertising" proposes to establish that advertising distribution is not permitted on the information resources of a foreign or international organization whose activities are recognized as undesirable on the territory of the Russian Federation, as well as on the resources of an organization whose activities are prohibited in accordance with the law "On Combating Extremist Activity."
Corresponding changes are also being made to this law. It is also proposed to extend the advertising ban to resources, access to which is restricted by Russian law. It is indicated that the advertiser and the advertising distributor will be held responsible for violating such bans.
As the authors of the initiative noted in the explanatory note, some Russian users, using technologies to bypass access restrictions, "continue to use the information resources of Instagram and Facebook (banned in the Russian Federation, owned by the Meta corporation, which is recognized as extremist in the Russian Federation - TASS note), which creates an opportunity for the owners of such illegal information resources to receive income from the distribution of advertising, which in total revenue can amount to 50 to 90%."
As one of the authors of the initiative, the head of the State Duma Committee on Security and Anti-Corruption Vasily Piskarev, noted, the new rules will limit the earning potential in the Russian Federation of "those organizations and individuals who deliberately harm Russia and use the money earned to finance the enemy and subversive activities." "It would not be superfluous to remind you that cooperation with undesirable organizations, which includes advertising, is already punishable in our country in accordance with the Code of Administrative Offenses and the Criminal Code of the Russian Federation. In fact, we are simply specifying the legislation," Piskarev emphasized in the Telegram channel.
