π Tender Overview
An appeal with a request to define the legal status of darkstores and restrict their placement in residential buildings has been sent to the Minister of Construction and Housing and Public Utilities Irek Faizullin. To do this, it is necessary to revise the set of rules for residential multi-apartment buildings, said the author of the appeal, Deputy Chairperson of the State Duma Committee on Construction and Housing and Public Utilities Svetlana Razvorotneva. Recently, deputies have received many complaints about so-called darkstores (warehouse stores where products are stored and retail orders are assembled for delivery to customers homes by couriers), the letter notes. Due to the active development of commercial activities of marketplaces, darkstores are being massively placed in apartment buildings.
And although the placement of warehouses in residential buildings is not allowed by the code of rules, due to the lack of an official definition of dark stores it remains unclear whether they fall under the concept of a warehouse. Residents of buildings with dark stores complain about the constant unloading of goods from the courtyard of the building, the noise from this, the accumulation of couriers who do not always behave correctly. Earlier, the deputy sent an appeal about dark stores to Rospotrebnadzor. She proposed amending the sanitary rules and prohibiting the placement of such points in residential buildings. The department, however, noted that an examination of the noise level is not carried out if it is associated with loading and unloading operations, and the ban on the placement of enterprises or night shops is regulated by the code of rules on apartment buildings, so the appeal was forwarded to the Ministry of Construction. In addition, Rospotrebnadzor added, many regions have already introduced a ban on making noise at night. Issues related to noise at night, as well as the behavior of couriers, fall, in the opinion of the department, within the competence of the internal affairs agencies.
