The State Duma adopted at a plenary session in the second reading a bill on the right of executive authorities of Moscow and St. Petersburg to consider cases of violation of requirements for the installation and operation of advertising structures. Amendments to the bill grant a similar right to the authorities of Sevastopol.
The document was submitted in October 2023 by a group of senators led by the chairman of the Federation Council Committee on Economic Policy Andrei Kutepov. The State Duma adopted the bill in the first reading in February 2024. The original version of the bill proposed supplementing the Code of the Russian Federation on Administrative Offenses with Article 23.79.3 (executive authorities of the constituent entities of the Russian Federation - the cities of federal significance Moscow and St. Petersburg, exercising certain powers provided for by the legislation on advertising). According to it, the executive authorities of these regions consider cases under Article 14.37 of the Code of Administrative Offenses on violation of the requirements for the installation and (or) operation of advertising structures. They are currently being considered by judges and arbitration courts, the parliamentarians indicated in the explanatory note.
The adopted amendments for the second reading transferred the necessary changes to Article 23.79 of the Code of Administrative Offenses of the Russian Federation (Executive authorities of cities of federal significance, Moscow region), and Sevastopol was included in the list of cities.
