The Special Investment Facilitation Council (SIFC) has successfully facilitated the resolution of long-standing issues surrounding the Barite-Lead-Zinc (BLZ) Project in Khuzdar, unlocking a strategic investment of USD 200 million and reinforcing Pakistans commitment to developing its mineral resources.
The project, on SIFCs agenda since December 2023, is being developed by Pakistan Petroleum Limited (PPL) in a joint venture with Bolan Mining Enterprises (BME), with PPL serving as the designated operator and holding a 50 percent working interest.
Located in the mineral-rich district of Khuzdar, Balochistan, the BLZ Project is among Pakistans most promising mining ventures, with estimated reserves of 69 million tons and a projected mine life of 34 years. The project is expected to generate annual revenues of USD 150-230 million, while significantly contributing to mineral exports, employment generation, and economic development in Balochistan.
Through SIFCs facilitation, long-pending lease-related issues were successfully resolved, enabling the project to move forward. A major milestone was achieved with the signing of the Operational Agreement during the Pakistan Mineral Forum 2025, marking the commencement of the implementation phase.
The successful advancement of the project reflects the Government of Pakistans commitment to creating an investor-friendly environment by removing bottlenecks, facilitating strategic investments, and accelerating the responsible development of the countrys vast mineral resources.
This achievement underscores SIFCs pivotal role in unlocking Pakistans untapped mining potential, strengthening investor confidence, and supporting sustainable economic growth through high-impact mineral sector investments.
