π Tender Overview
Yesterday, the National Assembly adopted an amendment to the Act on Architectural and Engineering Activities, which once again enables surveyors with a surveying card to perform certain actions in the field of geodesy. The amendment of the law was necessary due to the finding of the Constitutional Court that the existing regulation of the field of surveying activity for the professional profile of surveyors who have a surveyor's card is unconstitutional.
The amendment to the Act on Architectural and Engineering Activities (ZAID) returns the professional group of surveyors with a surveyor's card to the position they had before November 17, 2017, and their jurisdiction is slightly expanded, namely in those new cadastral procedures that are substantive and technical aspects very similar to the procedures they have already performed and are also professionally qualified for. Their professional duties are listed in the new Article 4a of the ZAID:
the engineering part of cadastral procedures in the field of real estate registration according to the Real Estate Cadastre Act,
professional and technical procedures for carrying out geodetic surveying according to the Act on the State Geodetic Reference System,
certain tasks according to the Construction Act and
implementation of the technical update of the spatial implementation act according to the Spatial Planning Act.
The ZAID amendment also determines the manner and conditions of performing activities - a surveyor with a surveyor's card can perform economic activity in all forms of legal organization prescribed by law.
A surveyor with a surveying card is entered by the Chamber of Engineers of Slovenia (IZS) in the directory of authorized engineers with the professional title surveyor with a surveying card. As a member of the IZS, he has all the rights and obligations of a member and is subject to the same rights and obligations as for authorized engineers.
