๐ Tender Overview
On March 4, 2025, the National Assembly passed the Law on Amendments to the Personal ID Act. In a year after the entry into force of the law, child ID cards will also be used as a health insurance card. The law also brings measures that will prevent the submission of false photography, simplify the procedures for administrative units and eliminate obstacles for citizens. The new ID, which began to be issued at the end of March 2022, already has more than 800,000 citizens. The ID has already established itself very well as a health insurance card. However, child ID cards have not been issued with electronic identity, so they cannot use as a health insurance card. Therefore, in a good year, child identity cards will be used since then on the health insurance card system. In the Official Gazette of the Republic of Slovenia, number 17/2025, the Law on Amendments to the Personal ID Act shall be published.
Submission of digital photographs through an e-photograph system
Within one year, new provisions will also enter into force, which will prevent the submission of false photography in the application process. The traceability of the origin of the photo will be ensured by the mandatory submission of the digital photo, taken through the existing e-photographer system.
The e-photograph application has been used since 2008 and is used by 255 photographers. In 2024, as many as 60 percent of all ID cards were already taken with digital photography from the e-photograph. An additional advantage is that this reduces the process of issuing a identity card, as the system itself performs scanning and checking the quality of the photo. By March 2026, the Ministry of the Interior will establish a register of photographers publicly available online.
For citizens in special life circumstances, exceptions are provided, which will still allow the submission of classic photography in physical form:
When the application is covered outside the official premises of the Administrative Unit (for example, in the nursing home), When, due to illness, disability or other exceptional circumstances, it is not possible to obtain digital photography, or where the application is submitted at a diplomatic consular representative abroad.
In these exceptional cases, even a citizen will be able to photograph even an official with a digital tablet who can already be used for field roles.
The amendment to the law shortens the deadline for storing photos in an electronic delay from one year to six months. It is also new that the photographer should not repair the image images and that he must delete the photo from his devices no later than the next working day after the issue of the photo reference number. This will prevent unjustified accumulation of photos of citizens on photographers.
Simplify the process and eliminate obstacles for citizens
We particularly highlight the novelty in the method of recording the information on the service of the ID. So far, the citizen has signed a paper return, which is later scanned into the system as proof of service. Within a year, we will provide technical support for signature to the signature device of the postman, which will automatically transfer to the system. This will save administrative units time. Last year, more than 171,000 ID cards were served by mail. Assuming that for each manual processing of the tank, both in the post office and at the administrative unit, it is only three minutes to spend more than 8500 hours of work on the post.
Within half a year after the law enters into force, it will be able to make it easier to claim a possible complaint. The fingerprints that are taken from the application are currently deleted by service of the ID, ie before the error can be identified. For a citizen residing abroad, a visit to a diplomatically consular representative, which can be hundreds of kilometers can be remote, can be a significant cost. The problem is now solved by prolonging fingerprint storage. They will now be kept for 15 days from the service of the document, which will allow the role to be repeated without re -visit.
Among the more important innovations is the introduction of the automated information of citizens about the date of production of the ID card and its submission to the post office if the citizen decides so. Within half a year after the entry into force of the law, the citizen will be able to state e -mail for receipt of the notification upon application. In the long run, we relieves the administrative units of numerous calls and providing information on whether the ID has already been made.
The amendment to the law also indirectly addresses the issue of fictitious residence applications. The signing of an application for an ID card will be able to be used for comparison with a signature that is on proof of the right to residence on the address, for example, on the consent of the owner or on the contract. Thus, officials at the administrative unit will be able to detect cases where the signature on counterfeit evidence will be evidently different.
