π Tender Overview
The Federal Department of Environment, Transport, Energy and Communication (Uvek) opened the consultation for the partial revision of the CO2 regulation on March 25, 2025. This regulation should come into force on January 1, 2026. The adjustments are necessary to further develop Switzerlands emission trade system in step with the EU. The partial revision also affects selective adjustments to the CO2 target values for new vehicles and the compensation obligation of the fuel importers. The consultation lasts until July 2, 2025.
The emission trade system (EHS) of Switzerland has been linked to that of the EU since 2020. In return, the EUs CO2 border compensation mechanism (CBAM) are excluded in Switzerland. In order to maintain the link to the EHS of the EU and the exception to the EU CBAM, Switzerland is obliged to implement the gradual reduction in free allocation in your EHS. This requires adjustments in the CO2 regulation for the period from 2026 to 2030. For operators of systems in the EHS, the revision provides for tightening in the calculation rules for the allocation of free emission rights. For the operators of aircraft, it is planned to partially compensate for the costs for the addition of renewable or low -emission flight fuels. This by allocating emissions rights to the operators to a certain extent. Such costs will probably arise from aircraft operators from 2026 if the admixture is valid under the revised CO2 law in Switzerland.
A corresponding instrument is already used in the EU. With the adjustment, comparable competitive conditions are to be created for the aircraft operators. Finally, the revision includes two selective adjustments in other climate-political instruments of the CO2 law. In the case of CO2 target values for new vehicles, the scope for heavy vehicles is adapted in such a way that it is in line with the EU regulation. The weight that is technically approved by the manufacturer of a vehicle should now be decisive and not the permissible total weight for road traffic. When the fuel importers compensate for compensation, the calculation method for emission reductions from heating networks (e.g. district heating) is adapted. The Uvek opened the consultation for the partial revision of the CO2 regulation on March 25, 2025. It lasts until July 2, 2025.
