A new report released today by the Government of Tunisia the World Bank and the Global Fund for Disaster Risk Reduction and Recovery GFDRR examines ways to improve service capacities Tunisias national meteorological and hydrological systems with the aim of supporting socio-economic development in order to save lives and livelihoods.Tunisia is extremely vulnerable to hydrometeorological hydromet disasters such as floods droughts extreme heat and heat waves and sea level rise. that floods alone lead to an average annual loss of 40 million or 0.1 of Tunisias GDP in 2018. The phenomena driving these risks including climate change population growth land use changes and urbanization increase the severity and frequency of these events. The report Strengthening Hydrometeorological and Early Warning Systems and Services in Tunisia A Roadmap proposes three successive development phases designed to transform the meteorological and hydrological service providers in Tunisia into technically sound and modern entities capable of fulfilling their public service mandates. The roadmap clarifies that the benefits of hydrometeorological services far outweigh the investment and operating costs required to provide them.Every dollar invested in hydrometeorological and early warning services would generate 5.5 in socio-economic benefits. To get the most out of the investments the Hydrometeorological Services must be modernized to provide services that employ all possible means to reach end users with practical and accessible products.Increasing the effectiveness of hydro-meteorological and early warning services in Tunisia will provide critical information that helps protect lives before disaster strikes and promote more equitable economic growth across multiple sectors. said Alexandre Arrobbio resident representative of the World Bank in Tunisia . This new roadmap confirms the World Banks commitment to supporting the Tunisian governments strategy to strengthen peoples resilience to climate hazards. The roadmap informed the preparation of Pillar 2 Disaster Preparedness of the Integrated Disaster Resilience Program in Tunisia the first Program for Results PforR a financing instrument of the World Bank focusing on hydro-meteorological services and early warning systems EWS signed in December 2021.
