📋 Tender Overview
According to the Circular, the statistical reporting regime of the Finance sector stipulates the list of reports, report forms and explanations of report forms to collect and synthesize statistical information belonging to the National Statistical Indicator System assigned to the Ministry of Finance and the Financial Sector Statistical Indicator System.
Statistical reporting data must ensure a complete, timely and accurate reflection of the operational situation of the management sector of the Finance sector; synthesis and analysis to serve the direction and administration of the Ministry of Finance, the Government and the Prime Minister; use for assessment, forecasting, strategic planning and policies of the Finance sector; provide information and data according to the National Statistical Reporting Regime; meet the requirements for exchanging, providing and disseminating statistical information according to the provisions of the Law on Statistics and documents detailing and guiding the implementation of a number of articles of the Law on Statistics.
Reporting units are agencies and units under and directly under the Ministry of Finance; Departments of Finance of provinces and centrally run cities. The reporting unit is the Ministry of Finance (Department of Information Technology and Financial Statistics).
List of statistical reports of the Finance sector is specified in Appendix I issued with this Circular.
Specifically, the content group "State budget - State budget" includes the following tables: State budget balance situation; estimated state budget revenue implementation; state budget revenue implementation situation... reporting unit implements monthly reporting period.
The content group "State treasury management" includes: State treasury revenue and expenditure; use of temporarily idle state treasury; handling of temporary state treasury deficits; the State Treasury conducts quarterly and annual reporting.
The "Public debt" content group includes: Public borrowing and debt repayment; Government borrowing and debt repayment; Government-guaranteed borrowing and debt repayment... The Department of Debt Management and External Finance conducts reporting every 6 months and year.
For the "Securities" content group: The State Securities Commission reports on the stock market trading situation by day; reports on the size of the stock market by month; reports on the number of licensed securities companies by year.
For the "Import-export" content group: The General Department of Customs reports on goods export and import by month, quarter, year; reports on re-exported goods by quarter...
The Circular clearly states that the system of reporting forms and explanations of reporting forms (referred to as reporting forms) is specified in Appendix II attached to this Circular.
List of abbreviated names of units implementing the statistical reporting regime of the Finance sector is specified in Appendix III issued with this Circular.
Data mining, statistical information
Units under and directly under the Ministry of Finance and the Departments of Finance are granted the right to access and exploit relevant data and statistical information.
The method of exploiting and using statistical reporting data is performed on the Financial Statistics Information System via the network interface (web).
Units and individuals assigned to exploit data and information related to statistical information are responsible for complying with regulations on the use of statistical data as prescribed by the Law on Statistics.
Statistical reports and related documents in the list of State secrets and secrets of the Finance sector must be managed and used in accordance with the provisions of the law on protection of State secrets in the Finance sector and the provisions of Article 57 of the Law on Statistics.
This Circular takes effect from March 1, 2025.
