It specifically supports the capacity of public partners and civil society to exercise their roles in regulating monitoring and controlling public activity through a cross-cutting approach that complements existing support.The dysfunctions that led to the Tunisian revolution in 2011 also occurred because state actors operated outside any framework of public accountability. Since then the construction of a system of accountability has been initiated. This system now embryonic is made up of existing but often failing governmental legislative and judicial institutions by new independent bodies and by a civil society including the media trade unions and political parties which explores new freedoms guaranteed by the 2014 constitution. The domestic and international support for this system in the making is now focused on thematic institutions responsible for management regulation monitoring and or controlling specific aspects of public affairs. Thus the electoral body and the transitional justice body both major players in the accountability cycle have had their capacities considerably strengthened by international donors. Their rise has had an impact on national politics. At the same time the lack of a systemic view of the accountability framework and the organizational and financial aspects made them vulnerable to political tensions.
