Artagnan Dunkirk Co2 Tender

🏛️ AIR LIQUIDE FRANCE INDUSTRIE
📄 Tender ID: 505291093 📅 Published: 25 Jun 2024

📋 Tender Overview

Funded under
Connecting Europe Facility (CEF)

The D’Artagnan CO2 Hub project aims at implementing a first-of-its-kind open-access infrastructure in France for the transport, liquefaction, and export via shipping of CO2, captured from hard-to-abate industries in Dunkirk and its hinterland. As a PCI under the Priority Thematic Area Cross-border CO2 network, D’Artagnan contributes to the development of European infrastructure for the transport of CO2 towards sites for permanent geological storages of CO2 in the North Sea. The D’Artagnan CO2 Hub will follow a phased implementation process. Phase I, led by Air Liquide France Industrie (ALFI) and Terminal CO2 Dunkerque , a Joint-Venture between ALFI and Dunkerque LNG, is the scope of this project. Phase I is envisaged to enter into operation at the end of 2027 and consists of the following open-access infrastructure:

• CO2 pipeline – a 37 km dense phase underground CO2 pipeline transporting CO2 from the junction of two upstream pipelines (from two industrial emitters’ site, specifically EQIOM’s and Lhoist’s sites) in Tournehem-sur-la-Hem to the CO2 terminal in Dunkirk. The pipeline has a transport capacity of 1.5 Mtpa, already future proof for handling additional demand.

• CO2 terminal – a CO2 export terminal, located in the Dunkirk harbour next to the existing LNG terminal operated by Dunkerque LNG. A subcooling unit will process 1.5 Mtpa CO2 arriving in dense phase from the aforementioned pipeline to the terminal. The terminal also includes intermediate storages, ship loading facilities and a new jetty dedicated to liquid CO2 ships, already sized for ~4 Mtpa in Phase I, enabling to export the CO2 towards geological offshore storage sites.

Phase I catalyses the realisation of important Carbon Capture Utilization and Storage (CCUS) initiatives in Hauts-de-France, starting with EQIOM’s K6 and Lhoist’s CalCC Innovation Fund projects, as the launching customers of the D’Artagnan CO2 Export Hub. The implementation of this first phase is of paramount importance to establish a foundation for the D’Artagnan project and to foster the development of a larger CCUS Hub in upcoming years.

The first CO2 infrastructure project in France to receive support from the European Union (EU), D’Artagnan would benefit from a grant of more than €160 MM as part of the Connecting Europe Facility for Energy (CEF-E) funding program if the project is implemented.
