π Tender Overview
Scope :
Construction of Boke-Quebo road project that will connect the country to Guinea Bissau. The Boke-Quebo road project aims to complete the missing portion of the land link between Conakry and Bissau, the respective capitals of Guinea and Guinea Bissau. The road is also part of the Dakar-Lagos road corridor, also known as Trans-African Highway 7. The overall project is due to be completed by December 2026.
The work entails the improvement and asphalting of 107km of road - 86km of which is in Guinea and 21km in Guinea Bissau, the construction of two bridges in Guinea and repair work on five bridges in Guinea Bissau.
The executing agency in Guinea is the Ministry of Infrastructure and Public Works. The executing agency in Guinea-Bissau is the Ministry of Public Works, Housing and Urban Development.
The project has been divided into two phases and three lots.
Phase 1 covers lots 2 and 3.
The US$43.2 million contract for lot 2 was awarded in June 2020 to China Railway Seventh Group. The work includes building the road section from Dabiss in Guinea to the border with Guinea-Bissau and the construction of a 240-metre bridge over the Kogon River. The foundation stone was laid in June 2023 and construction work proper could begin in the first quarter of 2024, according to a December 2023 AfDB implementation status report.
The US$13.9 million contract for lot 3 was awarded in July 2023 to a Mauritanian group of MCE, ATTM, DIMATBAT and TP. The work involves building the section from the Guinean border to Quebo in Guinea Bissau. The contract duration is 30 months. The tender was issued in November 2021.
The African Development Bank (AfDB) and the EU are supporting phase 1, which is expected to take four years to complete.
Phase 2 covers lot 1 for which the Islamic Development Bank (IsDB) approved funding of β¬41.8 million (US$45.1 million) in 2020. This section runs from Boke to Dabiss and includes the construction of a new 140-metre bridge over the Tinguinlinta River on the Guinean side.
Lot 1 will be undertaken after lots 2 and 3 because these sections are mostly inaccessible in the rainy season and the ferry over the Kogon River is almost non-operational.
The overall Boke-Quebo project includes the improvement of 165.4km of feeder roads, 141.4km of which are in Guinea and 24km in Guinea Bissau
