Project Summary
Additional clean energy infrastructures are needed to meet APEC Energy Goals and achieve carbon neutrality goal. Projects to build resilient energy infrastructures attract fewer investors than mitigation projects due to unclear quantitative targets. Besides, these projects are often deemed unbankable due to the long payback period despite four times return on average. This project aims to establish a platform to facilitate discussion among STI entities, financial sector, government institutes, and private investors on win-win strategies to accelerate investment in energy resilient infrastructures with financial risk-pooling mechanisms. Additionally, hands-on capacity building with relevant players to design financially feasible energy infrastructure projects will be conducted during a two-day workshop in 2026 in Bangkok whose NDC includes adaptation measures, inviting aforementioned stakeholders, where guidelines for a bankable resilient energy infrastructure project are developed for widespread dissemination.
Relevance
Region
Recent disruptions in energy infrastructures highlight the need for investment to make them more resilient. Yet, adaptation projects attract fewer investors than mitigation projects due to a long payback period despite four times return on average. There is obvious necessity for capacity building for personnel in the energy and financial policy sector to be able to develop
