PROJECT DESCRIPTION (DE)
Circular Economy for Sustainable Urban Development
: Background
Albania's waste management system is characterized by increasing waste volumes and the fact that waste is disposed of but not reused as a valuable resource. The system offers few incentives for the transition to a circular economy, where waste is viewed as a resource. In July 2022, the European Union (EU) opened accession negotiations with Albania. Within this framework, Albania must align itself with EU environmental standards and set corresponding reduction targets.
Objective
Albania is on the path to a circular economy, increasing energy efficiency in wastewater treatment, creating more green jobs, and ensuring better health for its citizens.
Approach
The project aims to empower public and private stakeholders to implement technical and organizational measures and processes that promote the development of a circular economy. In accordance with the main objectives set by the Albanian government and the Ministry of Tourism and Environment, the project focuses on the following points:
1. Accelerating the transition to a circular economy by better aligning the legal framework with EU requirements;
2. Strengthening institutional capacities for digital data management;
3. Implementing extended producer responsibility schemes for packaging waste and electrical and electronic equipment, and introducing economic instruments to promote waste reduction and separation;
4. Implementing circular economy measures with a focus on recycling and co
