Recurring conflicts in the Great Lakes region have negative consequences for governance systems and the well-being of populations. It is in Switzerlands interest to contribute to lasting peace and stability in the region. The project will thus strengthen formal and informal mechanisms for the prevention and management of community conflicts by promoting human rights social accountability and inclusive dialogue. Partnerships will engage the authorities and various civil society actors with priority in cross-border regions.Although Rwanda Burundi and the eastern part of the Democratic Republic of the Congo evolve according to their own dynamics they remain characterized by trends common to the entire region which constitute the main determinants of fragility conflicts and poverty. These include regimes with an authoritarian tendency monopolistic management of resources a reduced space for the engagement of civil society an absence of treatment of the past and conflicts in particular those related To the earth. These modes of governance directly affect the lives of people who record some of the lowest human development indices on the planet. The Mo Ibrahim index for governance in Africa IIAG 2018 places the DRC at the 47 th Burundi at the 43th place on 54 countries. The Rwanda stands at the 8 th place but still progress to make with regard to civil and political rights. In these contexts it is necessary for citizens to be able to participate more in spaces for dialogue and decision-making. In order to improve living together it is also important that mechanisms for preventing and managing conflicts exist and are accessible to all. This intervention is therefore based on the premise that inclusive citizen participation and the appeasement of conflicts at the community level constitute great assets for the restoration of trust between leaders and leaders and contribute to peace and stability in the region. The added value of Switzerland for this intervention proposal is based on a long-standing commitment in the Great Lakes region including during periods of crisis which gives Switzerland credibility and good acceptance with the authorities and on recognized thematic expertise in local governance citizen participation dialogue and conflict management. In line with the 2030 Agenda objective 16 and the 2017-2020 Message on International Cooperation the program focuses on conflict prevention and citizen participation sine qua non conditionsfor poverty reduction and sustainable development. The priority placed on these two themes makes it possible to adjust the program flexibly in the event of an improvement or deterioration of the context. The PCPC therefore aims to work not only in a context of conflict but also on the dynamics of conflict and to work to overcome fragility by supporting aspects of good governance. The program adopts a regional approach making it possible to deal with questions specific to each country
