Description
Low-quality and incomplete basic transport networks and water supply infrastructure impede economic inclusiveness in Phu Yen Province (PYP) and Quang Tri Province (QTP) in the central coastal region of Viet Nam, resulting in growing inequity and decreasing business competitiveness. In addition, increasing exposure to climate-related risks is causing livelihood vulnerabilities and increasing the cost of infrastructure and property repair, reconstruction, and adaptation. The Climate Resilient Inclusive Infrastructure for Ethnic Minorities Project II will upgrade and construct transport and water supply infrastructure in five districts of PYP and QTP. The target districts have the highest concentration of ethnic minority communities (EMCs) in the respective provinces. The project will also support a data system for climate and disaster risk management in PYP, and promote inclusive socioeconomic growth for about 363,259 people, including 186,914 from EMCs.
The project is aligned with the following impact: inclusive socioeconomic development of PYP and QTP accelerated. The project will have the following outcome: participation of EMCs in social and economic activities improved.
Output 1: Climate- and disaster-resilient transport infrastructure improved. The project will upgrade 133 kilometers of district and commune roads, with design standards that integrate climate adaptation measures. The upgraded transport links will enhance the integration of remote rural production sites with markets and processing facilities, including the movement of acacia and high-value crops, thereby improving EMCs' connectivity and mobility. The enhanced transport network will also reduce road users' travel time and improve access to health, education, and market services, especially for women who suffer from time poverty.
Output 2: Climate- and disaster-resilient water resource infrastructure improved. This output will support construction and upgrading of rural domestic water supply to provide water through piped networks. It will benefit about 50,587 people and imp
