๐ Tender Overview
Mali is among the five African countries most vulnerable to explosive ordnance incidents. From January to July 2025, OCHA recorded 216 incidents, severely hindering the delivery of humanitarian aid, particularly in the central and northern regions. Women, children, and displaced persons are the primary victims. Faced with this growing threat, Switzerland's support aims to strengthen community resilience through a coordinated, inclusive, and sustainable response.

The project in brief
Background The combined consequences of the security crisis and the proliferation of explosive devices (EDs) are profoundly affecting the daily lives of the Malian population. Used by armed groups as a means of territorial control, EDs cause loss of life, serious injuries, mass displacement (more than 400,000 internally displaced persons and nearly 90,000 returnees), and deprivation of access to essential services. Nearly 60% of cases are concentrated in the regions of Bandiagara, Mopti, and Timbuktu, where contamination severely hinders mobility and the delivery of humanitarian aid; by June 2025, EDs were responsible for half of all humanitarian access incidents. In response to this threat, the project plans a coordinated and inclusive approach based on three pillars: risk education, integrated care, and the sustainable reintegration of survivors. By strengthening the protection of vulnerable populations and their access to essential services, it contributes to the resilience of the most affected communities.
Objectives To help reduce the vulnerability of populations affected by explosive devices (EDs) in the regions of Bandiagara, Mopti and Timbuktu, by improving their access to protection and care services.
Target groups 30,600 direct beneficiaries, including: - 6,800 women, - 3,600 Girls, - 16,000 men, - 4,200 Boys.
Medium-term outcomes OS1: Communities have reliable information about the dangers of explosive devices and adopt protective behaviors. OS2: Victims of explosive devices receive appropriate care at the community level. OS3: Victims benefit from tailored support that strengthens their means of subsistence and promotes their social and economic reintegration.
Results Expected results: E1: The risks of death and injury to civilians due to EE are reduced through education about the risks of explosive devices. E2: An effective and proactive system for information triangulation, data processing, recording and monitoring of EE incidents and victims is put in place. E3: Direct and indirect victims of EE-related incidents receive emergency medical and non-medical assistance, thereby reducing mortality and serious after-effects. E4: Victims of EE have access to better economic opportunities, contributing to improved livelihoods and strengthened
