Project General Description

This intervention concerns the Road Network Rehabilitation Programme (PRRR) Phase IV- Project to Rehabilitate RN4, Bahani-Gte-Itsikoudi Section (20KM) and RN3, Itsikoudi – Galawa -Chezani -Galawa Section (17 KM). The Phase IV of the Road Network Rehabilitation Program (PRRR) aligns with the priorities of the Emerging Comoros Plan 2030 (PCE 2030) and the Post-COVID Recovery Plan (2022-2026). This project, which is part of this initiative, will rehabilitate two (2) roads of a total length of approximately 37 km located on Grande Comore Island: the Bahani-GTE-Itsikoudi section on RN4 (20 km) and the Itsikoudi – Chézani-Galawi stretch on RN3 (17 km). The road sections covered by this project are located in areas with high economic and tourist potential. Rehabilitating them will not only open up the country's inland regions but will also encourage the growth of economic activities, whose development is hampered by inadequate transport infrastructure. The RN3 and RN4 Road Rehabilitation Project on the Island of Ngazidja (Grande Comore) involves rehabilitating part of the road infrastructure infrastructure (notably the RN3-RN4 national road network). The project is divided into three (03) components, subdivided into the following tasks as follows: (i) roadworks, (ii) support for the empowerment of young people and women in the ZIP and (iii) project management.
Project Objectives

The overall aim of the project is to improve the movement of goods and people in order to consolidate the foundations for strong, sustainable growth by facilitating trade. Specifically, the project aims to (i) reduce transport costs; (ii) open up production areas in order to improve the living conditions of the population in the Zone of Influence; and (iii) adapt the road network to the transport needs of the population and to the effects of climate change.
Beneficiaries

The beneficiaries of the project are the people living along the two main roads (RN3 and RN4) that make up the project. The direct impact zone is the spatial extent of the footprint of the project and associated facilities on the receiving environment. This includes the areas where the planned project activities will take place (project site, associated infrastructures and immediate surroundings). This includes the section of the RN3 and RN4 right-of-way to be rehabilitated. The project will indirectly benefit the country as a whole, as it will help to streamline and revitalize the country's transport and trade system.
