Project General Description
The proposed operation is a grant of UA 1,000,000 to the Republic of Liberia to finance the Debt and Ownership Transparency Technical Assistance Project (DOT-TAP). This operation is fully aligned with the countryβs national development priorities in order to mitigate macroeconomic and fiscal risks, Liberia must manage its debt sustainably and improve its investment climate, creating the conditions to open more fiscal room for social investment/public spending. Challenges such as limited borrowing capacity, tax evasion, avoidance, IFFs, and perceived low business transparency are key issues addressed by this project in a sustainable manner. The project comprises three components : (i) Enhancing Transparency in Debt Management ; (ii) Improving Transparency in Business Ownership ; and (iii) Project management.
Project Objectives
The overarching development objective of the project is to enhance economic governance in Liberia by strengthening public debt transparency and beneficial ownership disclosure frameworks. Specifically, the project aims to i) enhance debt management capacity and ii) enhance BO digital registration process and system interoperability.
Beneficiaries
The direct beneficiaries will be the staff of the DMU and LBR who will be upskilled through access to analytical tools, upgraded systems and procedure manuals and strategies, receive specialized training and benefit from expertise provided from technical assistants (40% female staff). This will also directly benefit the Ministry of Finance and Development Planning (MFDP) and the Ministry of Commerce (MoC). A second tier of beneficiaries will be the Liberia Revenue Authority (LRA), the Financial Intelligence Agency (FIA); the Liberia Extractive Industries and Transparency Initiative (LEITI), given the enhanced data and information files and systems they will have access from the LBR. Indirectly, the proposed project will benefit Liberiaβs population by addressing debt sustainability challenges, reducing the risk of arrears, and mobilizing financing for critical investments, including those supporting climate resilience and inclusive growth. Improved debt management and transparency in business ownership will enhance resource allocation, promote investments, economic growth and job creation, strengthen governance, and improve public services. Ultimately, these reforms will create fiscal space for essential services and foster greater public confidence in Liberiaβs institutions.
