Project General Description
Management presents the following Report and Recommendation to the Boards of Directors of the Bank and the Fund for consideration and approval of the Economic Competitiveness and Social Inclusion Programme Supplementary Financing (ECSIP-SF) for the United Republic of Tanzania with an ADB loan of USD 135.61 million; and an ADF loan of UA 15.13 million5 . The ECSIP was initially designed to support Tanzania’s economic recovery through a two-year programmatic series for the fiscal years (FY) 2022/23 and FY2023/24. 1.2 The proposed supplementary financing meets the four conditions6 outlined in the Bank group policy on Program-Based Operations (PBO) related to supplementary PBO which are outlined in Table 3: Eligibility Criteria for Supplemental Financing.
Project Objectives
Similar to ECSIP I & II, the overarching development objective of ECSIP-SF is to promote a green and resilient recovery by fostering improved economic governance, enhancing industrial competitiveness, and reinforcing social inclusion. The programme will continue supporting Tanzania’s medium to longterm development agenda while leveraging the achievements of ECSIPI and II.
Beneficiaries
The programme is ultimately to benefit all citizens of Tanzania. Improved fiscal performance will create more fiscal space for development and initiatives to support the poor. Climate-responsive sector reforms will draw private investment for green industrialization, fostering growth and job creation. Mainland Tanzania and Zanzibar will see the private sector thrive through enhanced business and investment prospects, while entrepreneurs in both formal and informal sectors will discover new job opportunities. The direct beneficiaries of the program will largely remain the same as in ECSIP-I and ECSIP-II: the President’s Office–Planning and Investment; the Vice President’s Office; the Prime Minister's Office–Labour, Youth, Employment and Persons with Disabilities; the Ministry of Finance; the Ministry of Industry and Trade; the Ministry of Energy; the Ministry of Community Development, Gender, Women and Special Groups; theTanzania Revenue Authority; Public and Disposal of Public Assets Authority and the Public Procurement Regulatory Authority.
