Environmental aspects
Directive 2011/92/EU, as amended by Directive 2014/52/EU on Environmental Impact Assessment (EIA), does not specifically cover educational activities, leaving it to the competent authorities to decide whether an EIA is necessary depending on the location and scale of the works concerned. However, educational establishments may fall under Annex II of the Directive with regard to urban development. The Bank's services will verify during appraisal whether an EIA is required by the competent authority. New buildings will, as a minimum, have to meet the energy performance targets set out in the Energy Performance of Buildings Directive and the Energy Efficiency Directive 2012/27/EU. Compliance with the EIB's environmental and social standards will be verified during appraisal. Social and environmental aspects, as well as any elements related to historical and cultural heritage, will also be examined during appraisal.
Procurement
The EIB will require the Promoter to ensure that contracts relating to the implementation of the project have been and are being awarded in accordance with applicable European public procurement legislation, in particular, where applicable, Directive 2014/24/EU and Directive 89/665/EEC as interpreted by the Court of Justice of the European Union, with publication of tender notices in the Official Journal of the European Union, where applicable.
