๐ Tender Overview
NGOs in the DRC operate in a complex and volatile environment. To mitigate the challenges related to humanitarian access, they require information services, security coordination, and administrative support for improved risk management. INSO, the NGO Forum (FONGI), and the National Council of Humanitarian and Development Organizations (CONAFOHD) will provide analytical, advisory, and advocacy services to facilitate the effective implementation of projects, particularly those supported by Switzerland.

The project in brief
Background Institutional context: The Swiss Cooperation's partnerships with INSO and FONGI have existed for over eight years, based on individual proposals. This first phase of a new approach consolidates these individual partnerships into a single funding proposal with the aim of facilitating humanitarian access. Security context: Access to information and more effective administrative services for NGOs remains a challenge for humanitarian operations. Humanitarian actors face access problems (security, administrative, and logistical) and insufficient coordination among actors, which reduces the impact of humanitarian aid. With the capture of the cities of Goma and Bukavu, the operational environment for NGOs has inevitably deteriorated due to the worsening security situation and the disconnection from the capital, Kinshasa. Security incidents continue to be recorded in eastern DRC, affecting members of non-governmental organizations (NGOs) and UN agencies. These incidents are primarily economic in nature (kidnappings, thefts, carjackings, acts of intimidation, etc.). A large number of incidents targeting displacement sites by armed militias have been recorded in the Ituri region. In North Kivu and South Kivu, conflicts are multiplying with the rise to power of the ADF and the M23.
Objectives National and international NGOs are more effective in their humanitarian actions and advocacy thanks to access to security information and enhanced coordination.
Target groups The direct target groups of the project are: 142 international NGOs that are members of INSO and FONGI, including 4 United Nations agencies (UNOCHA, UNDSS, UNHAS and UNICEF) and 7 donors (including Switzerland); 500 national NGOs that are members of CONAFOHD; Local, provincial and national authorities. The indirect target groups of the project are: Populations affected by crises and beneficiaries of NGO actions.
Medium-term outcomes Credible and reliable security information, analysis and advice are provided to NGOs to strengthen their security and crisis management capacities (INSO); Support for NGOs for their participation in coordination mechanisms with the various stakeholders, including the government, as well as interactions with the "de facto" autho
