The development objective of the First Part of the Second Phase of the Niger Basin Water Resources Development and Sustainable Ecosystems Management Program Project for Niger is to increase access to water for agriculture development and capacity for energy generation in the Niger part of the Niger basin. The additional financing (AF) will help replenish a United States (U.S.) 259.53 million dollars financing gap for the Kandadji project, the remainder of which will be fully covered by other Kandadji partners. AF will exclusively serve to increase International Development Association (IDA) financing towards three existing activities, thereby releasing other partner funds to finance other parts of the project. First, the AF will increase IDA~s contribution to the power-plant by U.S. 39.9 million dollars. Second, it will allocate U.S. 10 million dollars to strengthen project implementation, coordination, and oversight arrangements, including the comprehensive technical assistance package to assist the implementing agency and third party monitoring and evaluation. And third, it will provide an additional U.S. 5 million dollars towards the infrastructure works supervising engineer given its expanded scope and mandate. The additional grant of U.S. 0.31 million dollars to the Niger basin authority (NBA) reflects the costs associated with the NBA~s supervision activities under component one for one additional calendar year. The principal changes resulting from the AF are changes to component costs and disbursement estimates, a re-evaluation of the project~s economic analysis and appraisal, and an updated technical appraisal, owing to revised contractual arrangements for the works contract and project oversight. In addition, the project closing date will be extended by one year, and this additional year has been reflected in the results framework.
