π Tender Overview
The RIAP project aims to strengthen food and nutritional security for vulnerable populations in Mopti and Timbuktu, placing cash transfers at the heart of the response to meet immediate needs and revitalize local markets. It combines life-saving aid with sustainable solutions, and strong community involvement. The intervention will be led by three complementary NGOs β Action Against Hunger, the Malian Red Cross, and Diam Sahel.

The project in brief
Background Mali faces a multidimensional crisis: persistent insecurity, armed conflict, recurring climate shocks (droughts and floods), health emergencies, and chronic poverty. These structural vulnerabilities place the country among the four most severe nutritional crises in the world, with more than 5.5 million people (23% of the population) experiencing food insecurity and nearly 250,000 children at risk of not receiving treatment for severe acute malnutrition due to shortages of ready-to-use therapeutic food (RUFT). The Mopti and Timbuktu regions are particularly affected, experiencing both violence and the collapse of livelihoods. The situation is exacerbated by recent US budget cuts, which weaken early warning systems and analytical tools essential to humanitarian response, such as the Harmonized Framework (HF) β the main regional tool for classifying food insecurity, FEWS NET β the international famine monitoring and early warning network, and ENSAN β the national survey that provides data on food and nutrition security. Without these reliable tools, aid planning and coordination become more uncertain. In this context, the Swiss contribution stands out for its integrated approach: prevention, direct response, and community recovery, allowing for the consolidation of achievements from previous projects and a reduction in dependence on external aid.
Objectives To contribute to strengthening the food and nutritional security of vulnerable populations in the Mopti and Timbuktu regions, through an integrated approach combining emergency assistance, early recovery and sustainable solutions
Target groups 61,300 direct beneficiaries: β’ 28,100 Men β’ 22,800 Women β’ 10,400 malnourished children
Medium-term outcomes OS1: Community-level crisis prevention and preparedness: The early warning system is supported and accessible to communities and allows for anticipating shocks. OS2: Emergency Response and Early Recovery: Emergency response to food and nutrition insecurity, as well as early recovery of crisis-affected communities, are ensured. OS3: Sustainable Solutions: Community mechanisms for social cohesion and humanitarian access, as well as sustainable solutions (based on the cash+ program) are strengthened.
Results Expected results: 1: Prevention and preparedness, as the starting point for community resilience, put beneficiaries
